The Light in Genesis 1:3 is seen in the dimensions of multiplication wherein we behold the glory of His coming by words of stature and signs of wonder....the pattern is light as in the cloud filled with water waiting it's time to become the greater in times the Father will command...
The Holy Spirit is waiting because the Father is looking for a Son here on earth so The Spirit of God is the one sent to perfect using those with a reputation of a Father(Son of God who are seen as Spiritual Fathers)......"For the earnest expectation of creation waits the manifestation of the sons(individually & Corporately so) of God"
